Strategic Context

A year-round campus lifts community health, widens equitable access, and powers spending through programs, events, and jobs that keep families active.

SARNIA BACE is a community-driven initiative to build a year-round recreation campus that inspires active living, strengthens social connection, and delivers lasting health outcomes. Designed with input from over 12,000 residents and supported by all levels of government, the project reflects a shared vision: dependable, inclusive recreation that grows with our community.

The campus will be delivered in phases to match resources with need, protect quality, and manage risk. Responsible financing guides every step, aligning municipal support with grants, philanthropy, and earned revenues. A charitable foundation will manage construction, while a not-for-profit corporation will oversee operations.

Governance is led by the Bluewater Cycling Organization in partnership with four founding sports clubs and a fifth pending. Oversight is provided by an Advisory Committee of respected leaders in sport, health, education, and finance, supported by a Technical Advisory Team and Facility Development Team. Together, these groups ensure transparency, accountability, and community benefit.

SARNIA BACE is built on stewardship—clear goals, careful choices, and a commitment to listen and adapt. The project prioritizes accessibility, sustainability, and multi-generational opportunity, with energy-efficient systems, universal design, and inclusive programming that welcomes all ages and abilities.
